CONTINGENCIAS DE LAS ESTRUCTURAS FAMILIARES DEL MILENIO

Resumen:
La Familia como la máxima institución social, ha cambiado en su estructura, funcionamiento y ciclo vital. Es considerada como un sujeto prevalente de derechos y un nuevo actor social, a nivel nacional e internacional. En sus relaciones ecosistémicas, dinámicas, flexibles y adaptativas, es influenciada por los fenómenos socio-económicos, culturales y políticos del tercer milenio, que afectan todas la estructuras familiares, según su estrato socio-económico y condiciones. El artículo
referencia algunos de los eventos, que deben ser considerados en la formación profesional universitaria, en la formulación de política pública y en la modernización de las legislaciones que amparan a la familia o a sus miembros. Tales son: Modernización del Estado y reformas legislativas, Movilidad social. Remesas Familiares.  Desplazamiento forzado. Desigualdad en el capital humano. Desarrollo sustentable.

CONTINGENCIES OF THE FAMILY STRUCTURE OF THE MILLENNIUM.

ABSTRACT:

The family, as the maximum social institution, has changed in its structure, functioning and vital cycle. It is considered as a prevalent  subject of rights and a new social actor, nationally and internationally. In its ecosystemic, dynamic, flexible and adaptive relationships, it is influenced by the socioeconomic, cultural and political phenomena of the third millennium, which affect all the family structures; according to its socio-economic status and conditions. This article makes reference to some of the events, which must be taken into account in the college professional training, in the formulation of a public policy and in the modernization of the legislations which protect the family or its members. Such legislations include: the Modernization of the State and legislative reforms, Social Mobility, Family Remittance, Forced Migration, Economic Inequality in the human capital, Responsible Family Enterprises, Sustainable Development, Family-School Relationship, H o m o p a re n t a l i t y, I n f o r m a t i o n a n d Communication Technology.

VIOLENCIA Y TRABAJADORES DEL PETRÓLEO

Resumen:
El presente artículo presenta resultados de investigación que pretende evidenciar la dramática situación de una región de Colombia que se ha convertido en uno de los escenarios de guerra, por parte de los grupos paramilitares, contra dirigentes, activistas sociales, militantes o disidentes políticos. Durante los últimos 25 años se han registrado alrededor de una centena de asesinatos de trabajadores petroleros vinculados a la Unión Sindical Obrera (USO) y para entender este fenómeno es necesario precisar el contexto histórico y señalar cómo surgió y se expandió el paramilitarismo por el Magdalena Medio desde comienzos de la década de 1980, financiados y auspiciados por distintos sectores de la sociedad colombiana. Es necesario recalcar que el ataque contra los sindicalistas es un crimen de “lesa
humanidad”, tanto en Colombia como en el resto del mundo.

VIOLENCE AND THE OIL WORKERS.

ABSTRACT

In This article shows the research results which aims at proving the dramatic situation of a region in Colombia which has become one of the war scenarios, on the part of paramilitary groups, against leaders, social activists or political militants or dissidents. For the last 25 years, there have been a hundred killings or so of union workers linked with Worker's Union (USO) and in order to understand this phenomenon, it is necessary to define the historic context and point out how Paramilitarism appeared and expanded throughout Magdalena Medio at the beginning of the 1980's, which was financed and sponsored by different sectors of the Colombian society. It is necessary to highlight that the attack against union workers is a crime against humanity, both in Colombia and the rest of the world.

 

EL GARANTISMO EN EL MARCO DEL DERECHO I ADMINISTRATIVO SANCIONADO

Resumen:
El presente artículo pretende evidenciar las estrechas relaciones que existen entre el Estado de Derecho y las garantías encaminadas a la protección de los derechos fundamentales de las personas, sobre todo, cuando de ejercer el poder punitivo del Estado se trata en procura del interés general, pero con la necesaria referencia de los límites estrictos al ejercicio del poder, para evitar desembocar en la arbitrariedad y el abuso característicos de los sistemas totalitarios, en los cuales se aminora el valor del hombre y se atenta contra la dignidad humana. En ese escenario se propone una tesis que propugne por la reivindicación y garantía de los derechos fundamentales y sobre todo, por la dignidad del hombre, así se encuentre sometido éste en un momento dado de su vida, bajo el sistema punitivo del Estado, circunstancia en la cual mayor  protección requiere.

THE PROTECTION OF CIVIL LIBERTIES IN THE FRAME OF THE SANCTIONED ADMINISTRATIVE LAW

 

ABSTRACT

This article aims at making clear the deep relationship between the State of Law and the guarantees to protect the fundamental rights of the people, especially, when it comes to exert the punitive power of the State in search of the general interest, but with the necessary reference of the strict boundaries to the exercise of power, in order to avoid resulting in arbitrariness and the abuse which are characteristic of the totalitarian system, where the value of man is reduced and an outrageous act against human dignity is committed. That is why a thesis advocating for the vindication and guarantee of the fundamental rights is proposed, above all, by the dignity of man, although he is subject to the punitive system of  the State, this is the right time of his or her life when he or she requires protection.

SITUACIÓN ACTUAL EN LA PRESTACIÓN DE LOS SERVICIOS PÚBLICOS
DOMICILIARIOS Y EL PROBLEMA DE LA DESCONEXIÓN.

Resumen:
El presente artículo, producto de investigación titulada: “Situación actual en la prestación de los servicios públicos domiciliarios y el problema de la desconexión”, en Medellín, enfatizando en el sector conocido como la Comuna Trece, pretende, sin duda alguna, visibilizar una problemática latente y con características de emergencia social, como es el caso de los llamados Desconectados de los Servicios Públicos Domiciliarios (SPD), especialmente del agua y de la luz. Al 2008 se registran más de 200.000 personas sin estos servicios básicos, por ende el presente articulo no sólo presentará y describirá el problema, sino las medidas institucionales tanto las que toma directamente la Alcaldía como las que asume la empresa prestadora del servicio, medidas que se han implementado para hacerle frente a esta situación, no muy publicitado pero, con claras  consecuencias sociales que impactan negativamente los sectores populares, contrastando éstas medidas con las necesidades reales y posibilitando vislumbrar posibles alternativas.

THE CURRENT SITUATION DEALING WITH HOME UTILITIES
AND THE ISSUE OF DISCONNECTION.

 

ABSTRACT

This article, product of a research entitled “The Current Situation dealing with Home Utilities and the Issue of Disconnection,” in Medellin, focused on the sector known as “Comuna Trece”, aims at, without doubt, showing a latent i s s u e t h a t h a s s o ci a l e m e rg e n c y characteristics, like it is the case of the socalled Disconnected of Home Utilities,  regarding water and light. In 2008, there were more than 200,000 people who had no these  basic services; therefore, this article not only will show and describe the issue, but the institutional measures made directly by the Mayor's Office, which is responsible for the service, measures which have been implemented in order to face such a situation, which has not been advertised fully, but with clear social consequences having a negative impact on the popular sectors, contrasting these measures with the real necessities and making possible to glimpse some solutions from different choices.

¿EXISTE CULTURA POLÍTICA EN LOS ESTUDIANTES DEL COLEGIO
GUILLERMO TABORDA RESTREPO DE LOS GRADOS 10 Y 11
DE 2008 DE LA CIUDAD DE MEDELLÍN?

Resumen:
Este articulo fruto de un trabajo de investigación, pretende responder la pregunta
de si ¿tienen o no los estudiantes de los grados 10 y 11 del año 2008 del colegio Guillermo Taborda Restrepo, una idea o una aproximación a lo que significa la Cultura Política, o qué tipo de conocimientos tienen respecto de lo que significa la política y cómo funciona el Sistema Político y el Sistema de Partidos que componen el Sistema Político, y los valores? La elección de este colegio es simplemente circunstancial y se realiza como una muestra aleatoria con el fin de realizar luego una investigación más amplia acerca del tema con base en los resultados de la actual investigación y como base para determinar a futuro que tipo de percepciones, Cultura Política o conocimientos son necesarios promocionar para realizar con ellos un Manual Constituyente. Este  aprendizaje hace entender que la participación podría ser la razón primordial de la democracia, basada en el equilibrio entre actividad e indiferencia, combinando la obediencia y el respeto a la autoridad, de los grupos, que participan en los intereses y temas, para determinar si son o no apáticos ante los estímulos democráticos y de participación o cómo se comportan ante los fenómenos culturales o los agentes que han influido decididamente en su comportamiento político.

IS THERE A POLITICAL CULTURE IN THE SENIOR HIGH SCHOOL STUDENTS AT “GUILLERMO TABORDA RESTREPO”
HIGH SCHOOL IN THE CITY OF MEDELLIN?

ABSTRACT:

This article, which was fruit of a research, aims at answering this question “Do senior high school students at “Guillermo Taborda Restrepo” in 2008 have an idea or an approach of what the Political Culture mean? Or what type of knowledge do they have about what politics means? How does the Political System work? And how does the System of Parties which makes up the Political System work? And how about the values? The selection of this institution is circumstantial and the sample is made at random in order to carry out a broader research about the issue based on the results of the current research in order to determine the type of perceptions, Political Culture or knowledge are necessary to promote in order to design with them a Constituent Manual. This learning shows that participation could be the main reason of democracy, based on the equilibrium between activity and indifference, combining obedience and respect with authority, of the groups which participate in the interests and the issues, to determine if they are apathetic or not to the democratic and participation stimuli or how they behave before the cultural phenomena or the agents who have influenced decisively in their political behavior.

GUERRA EN LAS AULAS: VIOLENCIA POLÍTICA CONTRA LOS SINDICATOS DEL SECTOR DE LA EDUCACIÓN EN COLOMBIA

Resumen:
Este artículo presenta resultados de investigación sobre la violencia política contra educadores y educadoras, no sólo presenta cifras sino que también entra en detalles sobre la naturaleza y la dinámica de la manera en que los y las docentes son afectados por la violencia política en Colombia. Además, también documenta las diversas estrategias de resistencia que los y las sindicalistas en el sector educativo y sus aliados han desarrollado a lo largo de los años para defender sus derechos humanos. El resultado de investigación finaliza con unas conclusiones sobre la situación de los educadores y las educadoras colombianas y plantea algunas sugerencias, dirigidas a la comunidad internacional educativa, a los sindicatos y al movimiento de derechos  humanos, de cómo ayudar a nuestros colegas en Colombia.

WAR IN THE CLASSROOMS: POLITICAL VIOLENCE AGAINST THE EDUCATIONAL LABOR UNIONS IN COLOMBIA

 

ABSTRACT:

his article shows the research results about the political violence against teachers, not only does it introduce figures but also it goes into detail about the nature and the dynamics of the manner how teachers are affected by the political violence in Colombia. As well, it presents the different strategies of resistance that trade unionists in the educational sector and their allies, have developed throughout the years, in order to defend their human rights. The result of this research shows the conclusions about the current situation of the Colombian teachers and poses some suggestions, addressed to the international educational community, trade unions, human rights movement, on how to help our colleagues in Colombia.

¿PARADIGMAS EN LA PEDAGOGÍA? O CÓMO HACER DE SÍ UNA OBRA DE ARTE

Resumen:
Este artículo producto de investigación, busca dar a conocer una reflexión sobre la función y el sentido de la pedagogía a través de un recorrido por las distintas tradiciones que permearon el sistema educativo y así fundamentar un planteamiento que consideramos de quiebre en la práctica al interior del mismo. Esta fundamentación será el cimiento epistemológico que soporte la reflexión en torno a la Pedagogía del Caos como una propuesta cuyos principios plantean sistemas educativos abiertos, donde la diversidad presente tanto en los ambientes como en los elementos y grupos, tiende a fluir y reflejarse. Es de esa manera como esta propuesta pedagógica se aleja de las condiciones normales de equilibrio, y de esa manera del paradigma humano vigente, rompiendo con los conceptos tradicionales de adquisición de conocimiento, enseñanza, disciplina, currículo y evaluación. Por supuesto también cuestiona y deconstruye la organización escolar que le daba forma material a todas esas concepciones.

 

ARE THERE ANY PARADIGMS IN PEDAGOGY?” OR HOW TO MAKE OUT OF IT A WORK OF ART.

 

ABSTRACT:

This article, as a result of a research, aims at showing a Reflection about the function and the sense of pedagogy, covering the different traditions which penetrated the educational system and in this way to lay the foundations of an approach which could be considered as a turning point in practice within it. This foundation will become the epistemological support about the reflection on the Pedagogy of Chaos, as a proposal whose principles pose open educational systems, where diversity which is present both in the environments and the elements and groups, tends to flow and to reflect. It is in this way how this pedagogical proposal moves away from the normal conditions of equilibrium and likewise from the current human paradigm, breaking with the traditional concepts of acquisition of knowledge, training, discipline, curriculum and evaluation. Of course, it also questions and deconstructs the school organization which materialized all those conceptions.

EL PERFIL PSICOLÓGICO DE UN ASESINO SERIAL EN LA CIUDAD DE MEDELLÍN

Resumen:
El objetivo de esta investigación, es presentar un análisis de la realización de la evaluación Psicológica Forense de un asesino serial en la ciudad de Medellín. A lo largo de él se señalan algunos aspectos históricos del asesinato serial, sus características y sus diferentes tipos; asi mismo, se hace una descripción de los crímenes, el modus operandi del asesino y, por último su evaluación y perfil de personalidad. Todo ello enmarcado bajo el respeto y la ética ya que este estudio no pretende juzgar al asesino, sino analizar el fenómeno de su personalidad psicopática desde los diversos factores que se interrelacionan.

 

 

THE PSYCHOLOGICAL PROFILE OF A SERIAL KILLER IN THE CITY OF MEDELLIN.

 

ABSTRACT:

The goal of this research is to show an analysis of the psychological and forensic assessment carried out to a serial killer in the city of Medellin. In it, some historical aspects of the serial killer are made, including his characteristics and different types; as well as a description of the crimes, the killer's modus operandi and his assessment and personality profile. All of this is framed in the respect and the ethics, since this research does not attempt to judge the murder, but to analyze the phenomenon of his psychotic personality  taking into account the diverse factors, which are interrelated.

LA FILOSOFÍA AMBIENTAL Y SU INFLUENCIA EN LA CIUDAD.

Resumen:
El presente articulo pretende presentar la equivoca y distorsionada relación de la persona con la naturaleza, basada principalmente en el poder y la explotación no sobre el deseo de entender que son en realidad la naturaleza, que tipo de comunicación puede existir entre las personas y el resto de la naturaleza, el valor intrínseco de la naturaleza y la conciencia animal. La idea prevaleciente es la concepción creada por las ciencias naturales, la tecnología, la sociedad industrial y la economía, según la cual la naturaleza es sólo una reserva de materia prima a disposición de la a persona.

Se trata a la naturaleza y los animales en  forma diferente a lo que es su esencia real. Por ejemplo un cerdo o una vaca se ven sólo como un vehículo de producción. Lo que interesa a la sociedad moderna en el cerdo es el porcentaje de grasa, el valor nutritivo y la calidad de la carne. No nos interesamos en el cerdo como un animal sintiente y consciente con una alma diferente.

 

THE ENVIRONMENTAL PHILOSOPHY AND ITS INFLUENCE ON THE CITY.

 

ABSTRACT:

This current article aims at showing the wrong and distorted relationship of the person with nature, based mainly on the power and the exploitation, not with the interest of understanding what really nature is, what type of communication may take place among people and the rest of nature, the intrinsic value of nature and the animal consciousness. The prevailing idea is the conception created by the natural sciences, technology, the industrial society and the economy, according to which nature is just a reserve of the raw material the person can benefit from. Nature and animals are treated differently from what their real essence is. For instance, a pig or a cow is seen as a production vehicle. What the modern society is interested in is the percentage of fat the pig has, the nutritional value and the quality of the pork. We are not interested in the pig as an animal that has feelings and consciousness, with a different soul.

Resumen:
La humanidad se caracteriza por la diversidad de razas, culturas, religiones, cosmovisiones. Pretender tener una ética universal era para el cristianismo una realidad posible ya que los 10 mandamientos cubrían a todos los hombres y a la humanidad entera. Sin embargo, gracias a la globalización y al desarrollo de los medios de comunicación, vamos descubrimiendo que las culturas con  sus sistemas de valores, tradiciones y creencias tienen propuestas complelentarias, diferentes y a veces contrarias o a la posición cristiana. Hans Küng lleva años trabajando en una “Ética Universal” desde las grandes religiones. Si bien, esta propuesta tiene un
desarrollo y alcance bastante significativo, nos parece interesante contraponer la propuesta nacida en la experiencia de Francisco de Asís y luego del Franciscanismo, de una “Fraternidad Universal” como la ética mundial que podría llegar a todos los hombres y culturas.

FROM THE “WORLD ETHICS” TO THE “UNIVERSAL FRATERNITY.”
THE FRANCISCAN RESPONSE TO THE WORLD GLOBALIZATION AND THE HETEROGENEITY OF CULTURES.

 

ABSTRACT:

Humanity has been characterized by the diversity of races, cultures, religions and views of the world. Expecting to have a universal ethics was a possible reality for Christianity since the 10 Commandments covered every man and the whole humanity. Nonetheless, thanks to the globalization and the development of mass media, we can realize that the cultures with their systems of values, traditions and beliefs have complementary, different and at times, contradictory proposals or the Christian position. Hans Küng has been working for years on a “Universal Ethics” based on the great religions. Although this proposal has a quite meaningful development and scope, we think it is interesting to contrast the proposal which originated from the experience of Francis of Assisi and after Franciscanism, of a “Universal Fraternity” like the world ethics which could reach every men and cultures.
